As Joaquin is upgraded to a Category 4 hurricane, Maryland Governor Larry Hogan has declared a state of emergency.
This will allow emergency responders to begin to prepare for flooding and other natural disasters. While the approach of Joaquin is still as of yet uncertain, the rain in the forecast is enough of a huge problem regardless. Be sure to monitor road closures and safety measures taken in your area.
