Attempted rescure of neighbor's dock box

My neighbor's dock box floated away and ended up sunk near another neighbors pier.  my neighbor and friend tried to rescue the dock box. It had too much mud in the bottom and couldn't be raised. will have to be by some people in the water, not from a boat.
